Prior to her appointment as the Interim Executive Director, she served as the Director of Information and Communication Technology Development at the Ministry of Information and Communication Technology, from May 2016 to date. In this role, she oversaw the planning, promotion, and implementation of ICT Laws, Policies, Strategies and Programs. She joined the Ministry of Information and Communication Technology as the Deputy Director of Information Technology Infrastructure Development on 01 November 2011.
Her responsibilities include fostering national and international ICT relations and technological initiatives. Additionally, she facilitated sectoral research and studies and supported decision-making on ICT matters at national, regional, and international associations and/or unions.
Prior to this, from September 2004 to October 2011, Aipinge worked at the Office of the Prime Minister as an Efficiency Analyst and Chief Efficiency Analyst. Her roles included the provision of consulting services on the development of Strategic and Annual Plans across government offices, ministries, agencies, and regional councils, aiming for efficient and effective service delivery.
Aipinge’s career in the Namibian public service started in January 2000 when she joined as the Human Resources officer until August 2004 when she joined the Office of the Prime Minister. Her role included the provision of human resources services with regards to compliance with laws and policies, employee relations and recruitment.
She holds a Master's Degree in Leadership Development in ICT and the Knowledge Society from the University of Mauritius, a Graduate Diploma in Leadership Development in ICT and Knowledge Society from the Dublin City University, Ireland, and a B-Degree in Public Management from the University of South Africa and a Diploma in Public Administration from the then Polytechnic of Namibia.
Aipinge served as a council member of the Namibia University of Science and Technology from 2016-2019, representing the government where she gained experience on corporate governance
